The need for Local Authorities (OTA) to come closer to citizens and communicate with them via radio, initially through the TV and then actually led to the release of Hertzian and creating the first municipal media.  However, high operating costs and reduce the available spectrum has created a series of problems that the ICT today can solve. A series of Web services, some free software and tools, allow municipalities to create their own Internet radio and / or television station with a global reach and a very low cost.Instead they need more money for technical infrastructure, the entire effort can be focused on developing and delivering content.

The debate about intellectual property rights, and ensure their payment has been considerably expanded in recent years because of globalization and the growing "consumption" of copyright works.  Furthermore, the Internet and digital technology enables fast and easy reproduction and distribution of works of all kinds. Copying and pasting text, sharing photos, music and video sharing computer programs are just a few examples where the violation of intellectual property rights can easily be done.Municipalities that decide to create their own Municipal Web TV or radio station should take into account the legislation and the costs for placing audio and video files. Thereby ensuring that it infringes the rights of authors, avoiding severe penalties that the Greek and international law provide, and preserve their own and rights of creations that "raise".
